Short answer for both: don't look to Washington for solutions any time soon

Biden has finally flouted the law so badly that he’s triggered a Constitutional crisis.
Joe refuses to enforce border law at the same time that he’s going to court to enforce federal authority over border security.
Anyone who followed Allen West’s race for Governor would have been able to tell you that Texas State law has provisions that it can draw from without needing Federal permission… and Abbott has made the decision that conditions have been met that trigger those Constitutional provisions.
Will this presidential election be the most important in American history?
It’s a good thing the States are waking up to the problem, too. Because help won’t be coming from the House or Senate any time soon.
